James Loughrie is a special education teacher, a proactive neighborhood advocate, and a proud resident of the Montalvo neighborhood. He is running for City Council to ensure that District 6 has a responsive, transparent, and dedicated voice at City Hall.

Action-Oriented Community Leadership

James believes that strong, safe neighborhoods are the foundation of a great city. He serves as the Vice Chair of the Montalvo Area Community Council, working directly with residents to amplify their voices and address local concerns.

When he sees a need in the community, James steps up. He leads his street’s Neighborhood Watch program, is a member of the local Community Emergency Response Team (CERT), and actively works to bring neighbors and neighborhoods together - recently organizing several Ventura Community Councils to participate in the local St. Patrick's Day Parade.

A Career Built on Listening and Helping

Before stepping into the classroom, James worked as a community newspaper reporter. Sitting in living rooms and city halls, he learned the importance of actively listening to residents, asking the tough questions, and holding leadership accountable.

Today, James brings that same problem-solving mindset to his work as a special education teacher in the Oxnard Union High School District. Every day, he advocates for his students and their families, navigating complex systems to ensure they have the tools and resources they need to succeed. He holds a bachelor’s degree in journalism from the University of Southern California and a master’s degree from Arizona State University.
